How we rank

Fair comparisons
States are ranked within peer groups (large states, North-East and Himalayan states, Union Territories) as well as overall.
Progress, not just position
Fixed goalposts mean a state's score rises only when its own numbers improve. Every leaderboard also shows who improved most.
Honest about freshness
Every number shows the period it covers, when we fetched it and when the next official release is expected.
Accountable, not partisan
Each figure is linked to the office-holders in charge during the period it describes, not just today's. Methodology, code and data are public.
